PRE-AGENDA MEETING Date: January 5, 2026 Time: 5:00 pm IN ATTENDANCE City Councilors: Ward, DeWall, Benson, Johnson, Pederson Excused Absence: Administrator Rich Others: Chief Helquist, Commissioner Halvorson, Megan Mazzuco, Phil Larson Mayor Ward called to order at 5:00 pm • M/S/P: Pederson/Benson to approve the agenda • Minute corrections: Council Minutes 12/15/2025 – add Proctor Moose to 2026 Liquor License Renewals -Special Meeting Minutes 12/22/2025 – Add, “Retaining pickup at a cost of $17,000.00 to the police department • Negotiation Committee Members: Mayor Ward and Councilor DeWall to negotiate with IBEW and UFCW unions Councilor DeWall/Councilor Pederson to negotiate with LELS, Teamsters, and non-affiliated positions -Council will also schedule a separate meeting with Administrator Rich to discuss/determine the direction of negotiation sessions. Negotiation Committee will report to council. The addition of a labor attorney will be discussed further with Administrator Rich. • Item 6F: Legislative Agenda will be added to the new business section of the agenda for the meeting, with this item moving to unfinished business for an undetermined amount of time. • 6A: DNR rates for FD are requested and sent to councilors for the meeting. Fee increase for the FD is proposed to reflect current DNR equipment rates. • Item 6D: Proctor Federal Credit Union has updated to Proctor Credit Union, removing Credit from official designations. • FD YE Report: -619 total calls -95 fire -514 medical Midway Totals: 32 fire, 69 medical -4 total calls missed for 2025 -Planning discussion for recruitment, retention, and a 5 year outlook and plan. P.J. – February 26, 2026 MINUTES OF THE PROCTOR CITY COUNCIL MEETING OF JANUARY 5, 2026 Mayor Ward calls the meeting to order at 6:00 pm Pledge of Allegiance PRESENT: Mayor Chad Ward, Councilor Troy DeWall, Councilor Jake Benson, Councilor Rory Johnson, Councilor Pederson EXCUSED ABSENCE: Administrator Rich OTHERS PRESENT: Chief Gaidis, Sergeant Riebel, Commissioner Halvorson, Attorney Hanka, Megan Mazzuco M/S/P: Benson/Pederson to approve the pre-agenda council minutes of December 15, 2025. M/S/P: Benson/DeWall to approve the council minutes of December 15, 2025, noting the following corrections: Adding Proctor Moose to the 2026 liquor license renewals M/S/P: Pederson/Johnson to approve the special meeting minutes of December 22, 2025, noting the addition of, “Retaining pickup at a cost of $17,000.00 to the police department.” to the eighth bullet point. M/S/P: DeWall/Johnson to approve the agenda, adding item 6F legislative agenda. PUBLIC COMMENTS: None M/S/P: DeWall/Benson to approve the consent agenda for January 5, 2026. 4B: Committee/Commission Appointments Mayor Ward would like confirmation the appointments have been posted, following updates: -PUC Commission update to remove Pederson and add Halvorson -Councilor DeWall was previously appointed to the Street Committee -Public Safety Committee/members need to be added -Liquor Control: Dick Kari – Ad Hoc member -Update Tourism Committee M/S/P: DeWall/Johnson to accept the committee/commission appointments with corrections as discussed and noted. 4C: Negotiation Committee Members Council would like to further discuss and define the role of adding a labor attorney to negotiation process and contracts with Administrator Rich and council. A special meeting will be scheduled to plan negotiation strategies and direction. Council would like to appoint: Mayor Ward/Councilor DeWall to negotiate with IBEW and UFCW unions Councilor Pederson/Councilor DeWall to negotiate with LELS, Teamsters, and non-affiliated employees. M/S/P: Benson/Ward to accept negotiation committee appointments as discussed. *5. UNFINISHED BUSINESS 5A: Pickleball Court Construction – on hold, additional preparation to newly proposed site are underway. 6. NEW BUSINESS A. Resolution 01-26: 2026 Fee Schedule M/S/P: Benson/Ward to approve the fee schedule as presented noting the following corrections as discussed during the pre-agenda meeting. Correct year on the agenda item, Chief Gaidis would like to discuss increasing the public dancing event and propose at a Public Safety meeting for recommendation to council. Councilors received the proposed DNR equipment rates prior to the meeting. B. Proclamation 01-26: Winter Salt Week Proclamation MS4 requirement for annual public education material. M/S/P: Pederson/Johnson to accept as presented. C. 2026 Meeting Schedule M/S/P: Ward/DeWall to approve meeting schedule noting the following corrections: Planning & Zoning Commission: move meeting from Monday, May, 25 to Tuesday, May 26 due to Memorial Day holiday. PEDA: move meeting from Tuesday, September 8, to Wednesday, September 9 due to City Council and Labor Day holiday scheduling. D. Resolution 02-26: Annual Appointments M/S/P: Johnson/Pederson to approve as submitted, noting the name change of Proctor Federal Credit Union to Proctor Credit Union. E. 2025 Transfer and Release from Restriction M/S/P: Ward/DeWall to approve as submitted. F. Legislative Agenda Councilor Benson requests to add unfinished business for ongoing discussion throughout the legislative session. MEMBER CONCERNS Pederson: Encourages volunteers to step up as Hoghead event is in jeopardy. Wishing everyone a safe and Happy New Year. DeWall: None Benson: The next council meeting will be on January 20 due to the Martin Luther King Jr holiday. Extends gratitude to city staff and departments for their work in 2025 and looking forward to working together in 2026 as well. Appreciation to Proctor Fire Department for their response with annual call volume, gratitude to all firefighters and EMR responders, extends gratitude of their service to city residents.
